[MA-RPC] Proposed by-laws for operation of the MARPC

The York Hiking Club is a hiking club that also maintains sections of
the AT and the MDTS. I have been a member of the club for 28 years. In
at least half of the time, the officers are members of the club that
have not been involved with the ATC. The officers of the club would
regard the RPC as an additional, unwanted duty.
We have a trails committee that handles all of the trail work. Our club
will in most cases select a member of that committee to represent the club.
