[MA-RPC] Feed Back to Proposed by-Laws

I have the same concerns as Jim. The smaller hiking clubs for the most part
are "hiking clubs", with only a small nucleus of people involved in the
trail in any meaningful way. The leadership of our club is defined as
someone who leads hikes. The only elected officers are the President, vice.
etc. etc. AT Various times these elected officers my not have an interest in
the AT.
