[MA-RPC] RPC Information

I am under the opinion that the RPC should be restricted to the club 
representatives.  The RPC is not a replacement for the Mid-Atlantic 
meetings.  Instead, it is for a frank exchange of views and issues 
within the ATC.  An agency partner could be invited to a meeting if 
there is a specific issue that involves that agency.
