Even the ATC board meetings are open to all and most governments have open
meetings laws. However "open" does not always means "is allowed to talk"
although again most town meetings allow limited opportunities for the public
to speak. "open" has nothing to do with who is allowed to vote.
We have been told that some agency partners have their own internal rules
about participation in bodies such as the RPC which might ultimately have to
come before them for permission to do something.
There are local examples in NY and NJ and even ATC where we have had
participation by agencies. At times the NJ state representatives outnumber
the volunteers at the NJAT management committee and their input is very
valuable. NYNJTC had a park manager on their board for a number of years.
Again it is valuable knowing how the parks react to what we are attempting
to do. He knew when he had to abstain for conflict of interest reasons.
There was a NYS DEC Regional State Forester on the ATC Board for 4 years. He
dropped off the board early not because of conflict of interest with his
position but because of conflict of interest with his profession as a
forester (who treats trees as an agricultural crop) and found it hard to
deal with the NPS regs about never cutting trees. He is still an active
member of of DPATMC although now retired. One of the options for protecting
more viewshed is to get the land into active timber management (not clear
cutting).
Bottom line for me: There no such thing as too many people with good ideas
about what we should be doing. The more fully we can draw them into the
process the more successful we will be.
