That is what executive sessions are for. It is usually surprising how few
issues need this treatment. The RPC is advisory to the staff. That means
that the Director ultimately makes most decisions about staffing. That is
none of our business unless the Director fails to accomplish their agreed
upon goals. At which point we can recommend to ATC Executive Director to
replace the Regional Director. What we need to focus on is budgets,
priorities, fund raising, policies, etc. none of which are executive
committee material. RPC members might be involved in employees evaluations
but those are almost always one-on-one or written between the Director and
specific people who have enough contact with the employee to evaluate them.
