[MA-RPC] Draft Communication Plan

I would sugggest that two other constituencies be added to the list in the
draft communications plan -  ATC members and ATC staff.

In response to Walt's question, I would imagine that the Chair of the RPC
will become the lead volunteer of the Region, and as such, assume many of
the duties of the Regional Vice Chair, who was the volunteer leader of the
region.

  There are other electronic communications possibilities in addition to
email and websites (well really just a matter of programs on the website).
Online Forums tend to be a little more focused than email. You can do
cooperative document development via programs called Wiki's. Both of these
would be easy to add to our current web site.

  What are the other regions doing? There is no need for each region to
completely reinvent their own wheel.

  One of the early projects is updating a lot of existing policies, for
example the LMP. The current process for approving an LMP is broken as it
funnels everything though the regional Vice Chair, which no longer exists
(after July 4).
