In response to Walt's question, I would imagine that the Chair of the RPC
will become the lead volunteer of the Region, and as such, assume many of
the duties of the Regional Vice Chair, who was the volunteer leader of the
region.

Yes that is the obvious solution, but part of the whole reorganization
process is thinking about how to do everything better. This may include
redistribution of who does what to lower the load on individuals and/or
allow specialists to handle things faster, or many other possible ideas.
Perhaps some things just don't need doing, or can be done with a much
lighter weight process freeing time to achieve things with a higher value.
I specifically mentioned the LMP because it is quite a burdon on small clubs
to produce one that differs little form the one for the club next door. Yet
there are regional or even local issues that must be handled differently
from a standard. What might work is an ATC wide LMP and then local documents
that include only local exceptions. The Assessment part needs to be split
from the LMP and stand alone as it changes dynamically while the rest of the
LMP is quite static. These types of changes imply a change in the approval
process.
