[MA-RPC] Draft Communication Plan

We did something similar.  How many clubs reviewed the Fire Management 
Plan just sent out?  It sounds like there will have to be agreements 
with each fire department that may fight a fire on the AT.  (Since I 
have been involved in the YHC we have had two fires on our section.)
