Yes, but think how much less work it would be for the clubs to only write a
short paragraph about where they differ from the standard, e.g. offset vs
inline blazing. It would also be much easier for the reviewers as they would
only have to approve small differences rather than try to judge if a
complete rewording of the standard was equivalent to it or differed in some
small but consequential fashion. The assessment no longer belongs in the LMP
as it needs yearly updating to comply with the NPS budgeting process. Most
of the assessment is not even suited to printing as it is really a
relational database. It could be treated much like a treasurers report, i.e.
the treasurer does not print out all the bookkeeping data, but just a
balance sheet and some notes about what is significant.

There is a standard LMP that clubs use as a guideline. Mountain Club Md just
used SATC's plan and adapted it as it made a good fit for them.
