[MA-RPC] Southern Partnership Meeting

I got an invite to their meeting Apritl 1-3. Perhaps many of you did also.
Both the southern equivalents of MA-RPC will be meeting then. It is near
Blacksburg, VA which is not too far for some of our southernmost folk.
