[MA-RPC] RPC - Sat. Feb 12- Refined Agenda

If the primary purpose is to organize and elect a set of officers, then 
the first meeting should be limited to members of the organization.  We 
do not want to repeat the mistake of the Mid-Atlantic meeting of not 
allowing enough time.

I am sorry that the meeting is being held when I can not attend.
