Ron and I and others in NYNJTC have always dealt with meetings that are open
to all. In principal only supervisors and trail chairs can vote, but almost
nothing every gets to a stage where we need a vote. After discussing for a
while the consensus is almost always clear. This is in an organization where
the Trails Council has real power delegated by the Board and only a few well
prescribed issues have to go to the Board for approval. We typically have 30
or so out of 80 possible people at the bimonthly meetings. A prime purpose
of the meetings is communication and keeping everyone on the same page. ATC
historically has been very poor at communications. That in fact is why I set
up this forum and the web pages - to improve the communications.
 
In case you haven't guessed it, I am not happy with the tight control that
ATC is trying to maintain. It is a sure way to turn off volunteers when they
feel they are not in control.

into where ATC is heading fine, but I don't think they should set the agenda

My thought is that they are more than welcome to attend as observers. I
don't think we have time to put them on the program per se, as our agenda is
already fairly tight. However, ATC and NPS spent a lot of time and money on
the reorganization plan, and I for one don't mind if they watch the
struggles of our group carving out the future of ATC...
