[MA-RPC] FSTAG Question

 The FSTAG is written from a USFS-wide perspective. There are no changes to
the existing management agreements for the AT, other than the addition of
the requirement for looking at accessibility. Same cast of characters doing
the looking and deciding as for any other issues currently. Of course there
are additional elements that come into play if "we" get sued for
non-complience with the standards. Perhaps the FSTAG should have a clear
statement of who "we" is. I think it is the landowner but generally lawyers
sue everybody so volunteers need some protection. That does not relieve us
of the responsibility of making good decisions about accessibility and
documenting it. The documentation requirements are clearly an additional
burden on the volunteers or likely to be something that is delegated to us.
Thus we need to look at these requirements carefully and structure them so
that they are achievable.
