[MA-RPC] Boundry Monitoring using Satellite Images

 What images are available for free and how frequently is very variable by
state and sometimes county. The landstat images are pricey. 

It does not eliminate monitors walking the boundary as minor dumping by
adjacent landowners is unlikely to show up.

We have had two cases of large scale timber cutting in the last few years.
Both of these were caught by the monitor, in one case while they were in the
act. In both cases certainly more rapidly than any post processing of images
unless done monthly. Processing the whole trail on a monthly basis would
certainly break the bank.

I think the technique will be more useful for scanning the near outside
corridor for major changes and directing our land preservation efforts. By
the time something shows on the photos it is too late. However patterns of
development should warn us about the adjoining undeveloped pieces. Even
going to town planning board meetings will not give this kind of picture as
they are always about single developments, not patterns of development in
areas. The eye is a much better detector of patterns than the ear at
meetings.
