[MA-RPC] Adding people to the MA-RPC mailing list

[Walt Daniels]

With both Kerry (as chair) and Bob Proudman supporting adding appropriate
people to the mailing list, I have added the other chairs and key NYNJTC
people. This does not make them voting members of the committee, but does
give them full participation in our discussions. Any of our physical
meetings are open meetings at which anyone is welcome. The more good ideas
we have before meetings, the more productive we will be.
