[MA-RPC] Adding people to the MA-RPC mailing list

When you reply to the list, the mail gets held for my approval if there are
too many recipients other than the list. This unnecessarily delays the
sending of the email until I get around to approving it.  In most cases the
extra people on the list are already on the list and will get two copies.
SO, when you reply to the list, use reply all, but delete any of the extra
people.
