Just a reminder, that who the approval authority is is highly dependent on
local laws. I don't know PA law but do know NY law where it is usually the
planning board but sometimes the town board. Sometimes the zoning board may
also be involved. In any state I think it would be rare that only one person
has the decision making authority. Many towns have key individuals who are
important to convince. They may not even be elected officials, e.g. local
political party boss, or maybe the local paper. All politics is local and
how you have to play the game depends on a deep knowledge of the locality.
