[MA-RPC] RE: Alpine Rose

When that sort of things happens in our town, our environmental enforcement
officer issues a stop work order. Failure to comply with that results in
thousands of dollars per day fines and contempt of court proceedings. He
even stopped work on the Taconic Parkway because their stormwater
protections weren't working even though they had all the required permits.
 
Bottom line, we need to know all the town laws and what pressures can be
brought to bear. We also have to convince the towns and counties to enact
strong protections. For example NY state law does a pitiful job of
protecting wetlands but local town laws are pretty good, at least in high
population areas. Bush and the courts have taken the teeth out of federal
wetlands regulations.

Alpine Rose Resorts has begun clearing trees on site. Despite conditional
final
plans not being signed and having no stormwater runoff protections in place
for 
neighboring property owners. The Attorney for Eldred Township has advised me
to
have any neighboring property owners get pictures if possible. With or with
out
pictures all neighboring property owners are asked to call the Monroe County

Conservation District, ask if this large scale clearing is allowed and who
will
be monitoring the runoff that is occurring due to the removal of trees and
the
heavy equipment needed for the process.
